OVERVIEW
This 2-day module provides the opportunity for Flag and General Officers – or Command Groups – to consider and discuss the introduction of the behaviour-centric approach to military activities and its implications for the structure, processes, and battle rhythm of a military headquarters. The emphasis will be on promoting discussion between participants on the role of Strategic Communications as a key function of both the Information
and Military Instruments of Power, and its integration into the Operations Planning, Joint Effects, and Joint Targeting processes. The seminar is designed to be either a stand-alone event, or adapted to be integrated into existing staff training to support overall course objectives.
AIM
The aim of the Flag and General Officer Strategic Communications seminar is to facilitate discussion on the purpose and role of the strategic communications function to the conception, planning and execution of military operations and activities. The module meets the national education and training requirements for personnel assigned to NATO posts set out in NATO ASCP-1: NATO StratCom Training Standards, Annex E Para 4a-c.
TRAINING AUDIENCE
The primary training audience for this module are Flag and General Officers (and civilian equivalents) serving in the command groups of strategic, operational, and tactical military headquarters or Internationa Organisations.
STRUCTURE
This is a 2-day discursive module consisting of interactive lectures, case studies, syndicate work, and moderated panel discussions.
PERFORMANCE OBJECTIVES
On successful completion of the course, students will be able to:
a. Assure the integration of the principles, tools, techniques, and procedures of NATO Strategic
Communications to the Operations Planning, Joint Effects, and Joint Targeting processes of their
headquarters.
LEARNING OBJECTIVES
On successfully completing the module, students will be able to:
a. Interpret Information Environment Assessment data to identify and understand the relevant
information environment.
b. Apply StratCom principles and StratCom D&G to their role within a strategic, operational, or
tactical military headquarters.
c. Develop an appropriate mix of information activities to achieve a specified cognitive effect within a defined audience as part of the Operations Planning, Joint Effects, and Joint Targeting processes.
